Wedgwood Square originated in 2002 and became an official municipally recognized neighborhood association in 2003.
Finally, almost nine years later, Wedgwood Square is ready and able to install street sign toppers (something that many of you have inquired after). The below link will take you to the draft design for our street sign toppers that could don street signs throughout all of Wedgwood Square (this link will only be functional for a few weeks so check it out and sound in early with your thoughts). These toppers will identify to all that this is an organized community, looked after and looking after one another.
It is important that the greater majority of us like these toppers since we'll be looking at them for a while. If you have a comment or suggestion regarding the design or the color scheme, please reply to this email with your response. If you like what you see, let us know that too.

When judging the 2010 Wedgwood Square Holiday Decorations Contest, Wedgwood Square Officers realized that many of our community's homes' addresses (numbers) are not at all viewable from the street at night (and in some instances completely missing). This is not a good thing for our neighbors. If your home cannot be identified from the street during an emergency response situation, it could delay emergency response (fire, ambulance, police) from locating your home and reaching your emergency in a timely manner. We want YOU safe!
Therefore, if you pay your neighborhood dues for the 2011 year, Wedgwood Square, in addition to all that we already do (if you aren't sure what that is you should really have a look at our neighborhood's website) will have 1 (one) black and white, reflective street number painted for you, on your driveway curb or on your front sidewalk curb or at the front center curb of your home's lot (or wherever you prefer, just so long as your home can be identified in case of an emergency). Wedgwood Square has been greatly accommodated with special group rates by Fireman's Curb Painting. The person who paints your curb will be a trusted Fireman. If you are interested in additional curb painting (more than one) or specialty curb painting (TCU or other logo for example) Fireman's Curb Painting can do that too, but you'll have to cover the additional cost.

There is a lot going on at City Hall this Tuesday. If you are interested in addressing City Council on any of the issues below, you may reach them all by email or you can attend the Council meeting, sign a speaker card and give your position in person; we'll see you there.
CCPD: You'll recall when Fort Worth voted to allow an additional sales tax for the purpose of crime control and prevention, to be governed by a board of appointed Fort Worth Citizens. Since citizens voted to pass this tax and governing citizen body, Fort Worth City Council opted to disband the Citizen Board and oversee the funds themselves. The budget has also since been prioritized and Council will be voting to approve their budget priorities for this additional CCPD tax. EVENTS ORDINANCE: You may remember hearing or reading something about a new city ordinance to govern private events. Originally, this ordinance was called the Special Events Ordinance but has since been renamed the outdoor events ordinance. Regardless, the new ordinance, prepared by city staff after consulting a panel of special events organizers specific to larger, non-profit events, will require applications, insurance, permitting, fees, and fines for all outdoor events that will draw 500 or more guests. Also, there are new stipulations related to your First Amendment Rights. It will change the way neighborhoods are able to operate to hold special community fundraisers and socials and it will impose additional requirements and considerations for those exercising their right to assemble. AIR QUALITY TESTING: No doubt we've all heard that there may be something in the air, related to all this natural gas drilling within the city. As a result of citizens' request for independent and unbiased air quality testing, the Mayor established a controversial committee, controversial in that it allowed three seats at the table for industry representation, to determine who would do our testing, what testing "they" would do, and how those results would be presented to the public. The original Air Quality Committee's charge also included a review of these test results. However, after the company and criteria were determined and the Ethics Commission determined that it was an ethics violation for biased company representatives to be involved with the Commission, the Mayor determined that the Commission would be disbanded and not review the test results, that would instead be provided to city staff so that they would be able to brief Council, who could then pass on to us what was learned. Concerns regarding this change were voiced, as were requests that the raw data and dates for all testing be presented to the general population, after all we're pretty smart people too. So now, Council has to make the determination to follow through with the Commission's original charge or not and Council has to approve the testing firm chosen by the Commission during its tenure. Dr. Colborn earned a B.S. in pharmacy from Rutgers University,an M.A. in fresh water ecology from Western State College of Colorado, and a Ph.D in zoology, with distributed minors in epidemiology, toxicology, and water chemistry from the University of Wisconsin, Madison. Her Field and Laboratory Research was mobilization of low levels of toxic trace metals in high altitude streams in Colorado. Dr. Colborn established and ran the Wildlife and Contaminants Program at World Wildlife Fund until 2002. She has served on the EPA Science Advisory Board and several EPA panels; on a Canada/U.S.International Joint Commission Health Committee since 1989; advised Environment Canada, Health Canada,the U.S. Fish and Wildlife Service, the U.S. Department of the Interior, the ATSDR, and similar government agencies in Europe, the United Kingdom and Japan. She has been published in scientific journals and books on the effects of low level and/or ambient exposure to toxic chemicals called endocrine disruptors, which has triggered action at the state, national and international level to improve the protocols for testing chemicals when determining their safety. Dr. Colborn appeared in the recent films "Split Estate" and "Gasland," both dealing with the environmental impact of natural gas hydraulic fracturing. Dr. Colborn will participate via conference call.
Mrs. Subra served a seven-year term as Vice-Chair of the Environmental Protection Agency National Advisory Council for Environmental Policy and Technology (NACEPT), the National Advisory Committee of the U.S. Representative to the Commission for Environmental Cooperation, and the EPA National Environmental Justice Advisory Council (NEJAC), where she served as a member of the Cumulative Risk and Impacts Working Group of the NEJAC Council. She chaired the NEJAC Gulf Coast Hurricanes Work Group. Mrs. Subra holds degrees in Microbiology/Chemistry from the University of Southwestern Louisiana. She received the MacArthur Fellowship "Genius" Award from the MacArthur Foundation for helping ordinary citizens understand, cope with and combat environmental issues in their communities. She also was a finalist in the Environmental Category of the 2004 Volvo for Life Award. Mrs. Subra spoke at the inaugural gas drilling public information meetings hosted by the League of Neighborhoods in 2008; she most recently appeared in CNN's "Toxic America" special with CNN's Dr. Sanjay Gupta.

Refacing Wedgwood Square
Many of you have called, emailed, or inquired through the website, regarding the demolition and construction that you've seen going on in Wedgwood Square. Most specifically, there have been a lot of questions about the Wedgwood Bowling Alley and the Granbury Hills (formerly the Cherry Hills / Park Hill) Apartment Complex.
Here is what we know.
In 2003 Wedgwood Square's board began a series of projects that have effected the long-term development of the Wedgwood Square Neighborhood. These initiatives included: Wedgwood Square Business Revitalization, Wedgwood Square - Granbury Road Restoration, Wedgwood Square Neighborhood Empowerment Zoning Application. The long-term goals of these projects included work to Granbury Road, refacing and revitalization, as this is the gateway to our neighborhood and to District 6.
With regard to Wedgwood Square's Business Corridor, Wedgwood Square's Board hoped to see some reorganization of the businesses in the area that might lead to more up-scale businesses. The shopping center boom proved to be less than ideal in our area of Fort Worth; the centers were left set too far back from our main roads or rear-facing our roads, such as Graanbury Road. When the on/exit ramps to S820 were altered, many businesses in this area suffered as a result. One thing Wedgwood Square lacked with certainty, was restaurants. Wedgwood Square Neighborhood Association decoupled its business members from its residential members and formed the Wedgwood Square Business Association, so that our businesses could work to address their own needs more effectively. Wedgwood Square soon met with then City Councilman Clyde Picht, the Zoning Commissioner and with many local neighborhood representatives also effected by Wedgwood Square's Business Corridor to discuss options for revitalizing. Wedgwood Square attended many meetings and filled out applications and completed writing an area report regarding the history and need of our area in order to apply for Neighborhood Empowerment Zoning. Our previous Councilman presented Wedgwood Square's Neighborhood Empowerment Zoning Application to Fort Worth City Council and it was approved. This NEZ designation would lead the way for future redevelopment of the area. The hope was that business such as Sonic, Wendy's, The Coffee Urn, Starbucks, Subway and viable other businesses would find their way to Wedgwood Square. The plan also included hopes to redevelop the empty and vacant Wedgwood Bowling Alley, the old Colonial Cafeteria, and the problematic and dilapidated apartment complex in our Northern corner.
With regard to Granbury Road, Wedgwood Square's Board hoped to see re-surfacing and reorganization of the stretch of Granbury Road from S820 to Hulen Street, as many of the stop signs/stop lights and intersections had become less than optimal due to the evolution of the neighborhoods surrounding this section of road. There was an increase in the number of accidents related to this stretch of road, per information obtained from the Fort Worth Police Department. The road itself had become severely congested from increased traffic, poor traffic light timing, and a lack of other main arterial transportation to further SW neighborhoods in the area, the road itself had become severely degraded and needed serious investment in its resurfacing, and some medians of the heavily traveled road could be planted to increase the aesthetics and absorb some of those toxic car carbons.
Additionally, there were plans put together and submitted to Fort Worth City to address various traffic issues in the area with a traffic plan, to repave other inward Wedgwood Square streets in need, to institute greater public transportation for the area, to improve our Wedgwood Branch Library, to install sidewalks where Wedgwood Square saw heavy foot traffic, and to install adequate street lighting along many of our dark, unlit streets.
Much of what you are seeing in the Wedgwood Square NEZ now was put into motion through discussions, planning, applications, submissions, and designations as far back as 2003.
As man of you know, in 2008 Chesapeake Energy purchased the "Pancho's" Shopping Center, with plans to set up for natural gas drilling. This Northern corner of Wedgwood Square NEZ was already planned to be one of several Light Rail Stations in the SW part of Fort Worth. Fort Worth City and Chesapeake Energy had discussions regarding use of the land that Chesapeake Energy had purchased. In late 2009 / early 2010 Fort Worth City approached the businesses along Granbury Road and Wonder Drive regarding purchase for the future use of the coming Light Rail Station (originally to be under construction in 2010 and running by 2012).
The Wedgwood Animal Hospital, Doughnut shop and Wedgwood Bowling Alley were purchased in cooperation with and through Fort Worth City for the coming development of the Light Rail Station's Parking. In May of 2010 The Wedgwood Bowling Alley, previously vacant due to issues with asbestos, was fenced and demolished. Don't worry Wedgwood VET patrons, we understand Wedgwood Animal Hospital is still open and though moving, the good Doctors will be staying close by and within Wedgwood Square NEZ.
In 2010 The Granbury Hills Apartment Complex was purchased by/through Fort Worth City and in May of 2010 it was vacated and fenced to prepare for its demolition. Current District 6 City Councilperson Jungus Jordan has publicly stated on many occasions that the apartments will be sold to a private developer for future upscale retail and condominium living that will complement the planned Light Rail Station.

CRIME CONTROL AND PREVENTION DISTRICT BOARD BUDGET MEETING

The purpose of the meeting will be to discuss the current Fiscal Year 2010 CCPD budget.

CCPD was formed in 1995 as a result of a 1993 legislative amendment to allow municipalities in counties with a population of 1 million or more to create a crime control district by election, which Fort Worth voters did in 1995. CCPD is funded by revenue from a half-cent sales tax, paid largely by visitors to Fort Worth. The district is governed by a nine member board of directors that is responsible for establishing the annual budget, setting policies, overseeing expenditures and evaluating programs.

CCPD's mission is to promote an enhanced feeling of safety for all citizens in all areas of the city, with an emphasis on goals which address four key safety areas: Violent crime and gangs Neighborhood crime School safety and youth; and Providing police enhancements to more effectively protect all citizens of Fort Worth. PARKING FEES AT WILL ROGERS WILL TAKE EFFECT ON MAY 1 2010
New parking fees will begin May 1 for all garage and surrounding parking lot facilities at the Will Rogers Memorial Center complex.
This month the Fort Worth City Council adopted the fee structure to pay for the construction of the new 1,110-space Western Heritage Parking Garage and operation
of the parking facilities around the Will Rogers complex. For years, parking has been a major challenge in the Cultural District, especially during large events at Will Rogers. To ease the growing demand for parking, the Western Heritage Parking Garage has been constructed to offer a more convenient parking experience and better accessibility to the area. The new parking system, administered by Standard Parking, includes new security features and attended toll booths at many of the parking facilities.
The new parking fees include:
Harley Lot: $3 all day (no in/out)
West Lot: $5 all day (no in/out)
Museum Lot: $5 all day (no in/out)
Amon G. Carter Jr. Garage: $5 all day (no in/out)
East Coliseum Lot: $5 all day (no in/out)

SNAP ENABLE FIRST RESPONDERS TO PLAN FOR SPECIAL NEEDS RESIDENTS
The urgency and confusion of an emergency can be compounded for first responders if they are unaware a special needs residents might be involved. SNAP - Special Needs Assistance Program - is a database that enables the City of Fort Worth Office of Emergency Management (OEM) to register residents with special needs so it can better plan for disasters. Any resident with a special condition that might require assistance in the event of an emergency or disaster is considered special needs. The information collected includes the name, gender, age, weight, address, primary language and specific special need of the registrant. Examples of other information that may be collected include the use of aids such as walkers, canes, crutches, wheelchairs, service animals, oxygen or life support systems.
Registered 'residents' personal information is kept confidential and can only be accessed by the OEM. The City of Fort Worth already has integrated the program into its 911 system.
Registering is a snap. Just go to http://www.SNAPforyou.org and sign up. Residents without Internet access can have someone they know register them online or call
817-392-6144 from 8 a.m. to 5 p.m. Monday through Friday. Residents need only register once, however the information must be verified and updated annually or when there is a change in personal information. SNAP is looking to go regional. The program is available throughout the 16-county North Central Texas to members of the North Central Texas Council of Governments.

The delay will allow the Library time to complete the FY 2011 budget and determine the impact of the budget on the proposed plan. Following Council's adoption of
the FY 2011 budget on Sept. 7, 2010, the Library will host another series of public meetings, modify the plan as appropriate, and make its presentation to Council during the first quarter of the 2011 fiscal year, which begins Oct. 1.
The "20/20 Vision serves as the guide to providing better library services in the coming decade. The plan was released April 9 and is posted on the Library's website for review and comment. Additional information and supporting data about the plan will be posted
later on the Library website and distributed through E-news.

Fort Worth City Council will be voting on permitting the Wedgwood/Valkyrie
High-Impact Drill Pad Site. This controversial drill site is proposed for location on the bit of undeveloped land off of McCart between W. Celburne Rd., Misty Meadow Dr., and Madrid Dr. (The McCart "Christmas Tree Lot").
This oddly shaped piece of land appears to be roughly, only about 600FT by 800FT across, by Google measurements, without heavily traveled roads and homes bordering in on all sides. The far edge of the property, by Google
measurements, appears to be less than approximately 800FT from Woodway
Elementary School.

UPDATE: Council Action: April 6th: Directions Home: Carlton Apartments: Homeless/Chronic Homeless Project
Last night, Fort Worth City Council heard information and public comment on this proposed project, which you've already received information about.
Several speakers from the Wedgwood area addressed Mayor and Council on the project.
There were some speakers who indicated that not enough public notice or public meetings were made available to area residents in order to allow dialog, questions/answers or information to reach the community effected; these speakers asked for a delay and a concerted effort to reach out to the community to address concerns and questions before any action was taken on the proposed project.
There were also an equal number of speakers in opposition to the project, who asked that the project be voted down.
Fort Worth Mayor indicated that his office received approximately 100 emails and also calls from residents in the area. Fort Worth District 6 Councilperson Jordan indicated that he had received approximately 150 emails and also calls regarding the project and that though there were a few that were "offensive" (he indicated 15%, which would equate to about 15 of 150 total, give or take, emails were "offensive") that the majority were "mature" and stated concerns well.
At the end of the presentation, speakers, and Council discussion, the proposed project and M&C were voted down, as Councilperson Jordan reluctantly requested, in observation of his constituents' wishes.
There is now the question of what should be done with the cluster of dilapidated apartment complexes and the old "Big Lots" shopping center on Woodway and Alta Mesa. Mayor and Council asked that the neighborhoods and residents assist in providing direction for the redevelopment of this area. This is a great opportunity for Wedgwood area residents to be involved in the direction of our community. If you have suggestions of what you'd like to see in place of these current structures, please forward your comments and suggestions to Wedgwood Square Neighborhood Association or to Fort Worth City Mayor and Council.
UPDATE: FACTS ABOUT THE CARLTON APARTMENTS: DIRECTIONS HOME:
HOMELESS/CHRONIC HOMELESS PROJECT
Previously, Wedgwood Square posted information regarding this project with facts gathered at 3 meetings attended in March. The facts that were distributed are/were accurately collected and noted from a combination of 1 public meeting, 1 neighborhood's regular association meeting, and 1 District neighborhood leaders meeting. The "similar" Como project discussed, though similar is not identical and further details recently clarified about that project are below. Noted changes to the details of the project are below and are presumably based on recent public input.
Last night, at the Fort Worth League of Neighborhoods meeting, some minor clarifications and some additional information surfaced.
The Fort Worth League of Neighborhoods hosted an Information Meeting related to the recent Pawn Shop issue, the upcoming Neighborhood Events Ordinance, and the Directions Home Chronically Homeless Projects.
Fort Worth League of Neighborhoods did invite Directions Home Director Otis Thornton and requested that staff be available to answer Fort Worth Citizens questions at the meeting. Although no such staff was available to attend the meeting, District 6 Councilperson Jungus Jordan did attend and did address a few of the questions presented at the meeting.
First, here are the details of this project, for those who have not received such already. ***New additional information learned and any corrections will follow.***
- The Carlton Apartments, a long-time code and criminal issue for the surrounding Wedgwood neighborhoods, recently foreclosed upon, are located at 6301 Woodway Drive Fort Worth, TX 76133-4059, near the corner of Woodway Drive and Alta Mesa, behind the "old Big Lots" shopping center, across Woodway Drive from Southwest High School's athletic field.
***At the April 5th Fort Worth League of Neighborhoods Meeting, Councilperson Jordan noted that there are in fact three run down apartment complexes located around the Carlton Apartments and that it was possible or probable that all three of these old and dilapidated apartment units could be rebuilt and used as Homeless/Chronic Homeless Permanent, Supportive Housing. Councilperson Jordan stated that removing these older apartments or community "blights" would improve the chances of retail redevelopment in the area. Further Councilperson Jordan indicated that he had proposed the "old Big Lots" shopping center location as a possible future drill site location to at least one natural gas drilling company Councilperson Jordan also stated that there had been extensive Public Notice of this project; Councilperson Jordan noted that there have been 6 Public Meetings regarding this project.***
- The City of Fort Worth, together with the Fort Worth Housing Authority and The Mayor's Advisory Commission for Homelessness, in line with efforts to decentralize the homeless population and services currently focused primarily around East Lancaster, is proposing to purchase the Carlton Apartments., demolish all 108 units, rebuild 50 new units (25 one bedroom & 25 two bedroom), and establish a permanent, long-term, 100% Homeless, supportive (staffed full time, but not 24 hours) housing project for up to 75 to 87 Homeless or Chronically Homeless Persons.
***At the April 5th Fort Worth League of Neighborhoods Meeting, Councilperson Jordan noted that since information regarding this project had been distributed, he has insisted that there be 51 units included in the project to accommodate one 24 Hour, On Site Staff Person; information as to the nature of this staff person's background and expertise, role and purpose, or 24 Hour Duties was not discussed and it was not noted as to if this 24 Hour staff position would be filled by one individual or multiple individuals filling "shifts".***
- Funding for the proposed Carlton: Directions Home Project, in some part will be supplied through HUD funds provided to support the First Time Homebuyers initiative, intended to encourage the purchase of the growing number of foreclosed upon homes in the city. Questions regarding the use of this funding for this purpose and to such a degree or percentage, have been raised but not yet answered.
***At the April 5th Fort Worth League of Neighborhoods Meeting, Councilperson Jordan noted that funding for this project had all been properly processed. It has also been determined through correspondence with Fort Worth City that Fort Worth will retain 10% of the funding obtained for managing the funding; Burlington Northern (BNSF) would be a financial partner, as underwriter for this project. ***
-In addition to being funded by tax dollars, the property will be removed from the tax rolls for the duration of its use as such. Concerns have been raised regarding affects on surrounding properties' tax and real estate values. Concerns and questions have be raised relative to this population's transportation and employment needs.
***At the April 5th Fort Worth League of Neighborhoods Meeting, Councilperson Jordan noted that the project's residents would have access to the bus line, via the bus stop located at Alta Mesa and Woodway.***
- Such Homeless Supportive Housing Projects will be proposed in various locations, fitting funding requirements, in neighborhoods throughout the city. A similar or same project is said to have been proposed to the Como
Community, but was rejected by the residents and neighborhood leaders.
***At the April 5th Fort Worth League of Neighborhoods Meeting, it was clarified that the Como project, which is similar and raised many similar concerns for the community, is tied to The Samaritan House and relates primarily to persons with AIDS, though Homeless/Chronically Homeless persons might also be included in the project. Presentations to Como Community were made by the Directions Home Staff. Therefore the projects are similar, but different in their target demographic, funding, and partnerships. Further, the Como proposal is not yet resolved and discussions between those in the community who oppose and support the project are ongoing. Councilperson Jordan noted that the City did not desire a single concentration of such projects in any one place in the city but rather these projects and facilities should be spread throughout the city.***
-It is still unknown what will happen to the properties along E. Lancaster, that now house and support a significant percentage of Fort Worth's Homeless Population. Concerns have been raised of possible agenda to shift downtown and suburban issues and populations.
-In a recent statement to the Fort Worth Weekly, Otis Thornton, Director of the Directions Home Project stated, "the last thing the homelessness committee is going to do is to push a type of housing on a neighborhood
that doesn't want it."
-When asked what other alternatives could be used to address the dilapidated Carlton Apartments if the community did not favor the
Directions Home Project, Council indicated that a rejection of the Directions Home Project would likely result in the Carlton Apartments
purchase by another private entity for continued market rate renting and further degeneration and regarded the Project as an opportunity to address the Carlton Apartments' continued disrepair.
***HUD defines Chronically Homeless as***
* A single person, not accompanied by family and without children, disabled, continuously homeless for over one year, with a disabling
condition such as: a diagnosed substance abuse disorder, a serious mental illness, a
developmental disability, a chronic physical illness or disability including: the co-occurrence of two or more of the following conditions: a physical, mental, emotional impairment that is of long-continued and indefinite duration; a chronic illness or disability that substantially impedes his or her
ability to live independently; a chronic illness or disability that could be improved by more suitable housing conditions. Is attributable to a mental or physical impairment or combination of mental and physical impairments (manifested before the person attains age 22) that is likely to continue indefinitely, resulting in substantial functional limitations in three or more of the following areas of major life activity: self care, receptive and expressive language, learning, mobility, self-direction. Reduced/diminished capacity for independent living, and economic self-sufficiency; reflecting a need for a combination and sequence of special, interdisciplinary, or generic care, treatment, or other services; which are of lifelong or extended duration and are individually planned and coordinated.
* Two or more persons with disabilities living together, one or more such persons living with another person who is determined to be important to their household described in the above, who were living, in a unit assisted as such, with the deceased member of the household at the time of his or her death.

You will have 3 minutes to address Council with your comments.
