Resolution of Trinity River Public Facility Corporation ("TRPFC") authorizing the following in connection with the Carlyle Crossing Apartments transaction: (i) the creation of a single purpose limited liability company (the "Company") of which TRPFC will be the sole member; (ii) the acquisition of Carlyle Crossing Apartments; (iii) the execution of NSP loan documents with the Texas Department of I-lousing and Community Affairs; and (iv) approving such other actions necessary or convenient to carry out this resolution. Section 511 of the Quality Housing and Work Responsibility Act of 1998 (Public Law 105-276 "Public Housing Reform Act") added the requirement for public housing agency plans — a 5-Year Plan and an Annual Plan.
Through these plans, FWHA advises HUD, its residents and members of the public, of the housing authority's mission for serving the needs of low-income and veiy low income families, and the strategy for addressing
those needs. The 5-Year Plan describes the FWHA mission and the Housing Authority's long range goals and objectives for achieving its mission over the five-year period. The Annual Plan provides details about the Agency's immediate operations, program participants, programs and services and the FWHA's strategy for handling operational concerns, residents' concerns and needs, programs and services for the upcoming
fiscal year.
